M.T.C.U. is a Union of Seafarers for Seafarers.
It was the united vision of these Seven Founding Members that M.T.C.U. was created, after seeing that there was no union tailored to the Maltese Seafaring Community.
Dr. John Refalo
Lawyer
Dr. Refalo is the President of M.T.C.U. He is a well-known litigator having over 20 years’ experience representing clients in litigation and arbitration in various fora, both at local and international level. His experience includes representation of clients in all Courts and Tribunals in Malta, the European Court of Human Rights and the European Court of Justice. He acts in complex disputes which often require coordinated action in different jurisdictions. Usually this would involve elements of insolvency, shareholders’ rights, joint ventures, fraud or asset tracing. He is also regularly involved in building, marine and insurance disputes, many of which have an international element.
Mr. Mark Puglisevich

One of the 7 founding members, now Vice President of MTCU, Mr. Puglisevich started off working at a very young age in the Marine Industry, and already has his fair share of experience in this industry both abroad and locally.
Mr. Clinton Galea
Engineer
One of the 7 founding members, now General Secretary of MTCU, taking care of the day to day running of the Union. Mr. Galea started his career at a young age and has 20+ years of experience in the Marine Industry. He has a vast experience in various local sectors, which is an important asset in his role at M.T.C.U.
Mr. Henry Cutajar

One of the 7 founding members, Mr Cutajar is one of the main pillars that keeps MTCU going. With close to 20 years experience in the industry, he is an important asset especially when it comes to innovative health and safety measures.
Mr. Michael Vella
Engineer
One of the 7 founding members now Engineer’s Representative, Mr Vella brings an outsider’s fresh perspective to M.T.C.U. having worked both ashore and onboard in recent years in the Marine industry.
Mr. Mark Muscat
Tug Master
One of the 7 founding members, now Treasurer of M.T.C.U., Mr. Muscat started off working onboard at a very young age and to date has 20+ years of experience in the Marine Industry. His entrepreneurial background is an important asset to the Financial running and upkeep of the Union.
Capt. David Borg
Master Mariner
One of the 7 founding members, Capt. Borg has his fair share of experience abroad and locally, recently in the Local Bunker and Harbour Towage scene.
Capt. Alexei Borg
Master Mariner
One of the 7 founding members, now Masters’ Representative, Capt. Borg brings with him his seafaring experience, gathered during a number of years working abroad and also recently in the local Harbour Towage branch of the Marine industry.
